And he's the only one in the Marines who has it.
Why?
1. He is a D
2. He was an inspiration to the WG and all of them are idolizing him. We even have the flashback were the C3 are following him around.
3. He wont be able to keep up with the old gen legends if he doesnt have CoC.

And Also When Chinjao and Garp clashed, there were like sparks of lightning around them. And Chinjao is confirmed to be a CoC user also and when he clashed with Luffy the same spark effects were there as well when they both used a CoC imbued attack.
